GovTech (government technology) refers to digital solutions, platforms and data systems that modernise public services, improve citizen experience and transform how governments operate. Government evolution has progressed from analogue, paper-based administration, to e-government focused on digitising services, and then to digital government built around data integration and user-centric design.
The latest stage, GovTech, goes further by fostering collaboration with start-ups and SMEs, supporting interoperability and innovation, and leveraging advanced technologies to co-create more agile, transparent and citizen-oriented public services.
The global GovTech market is projected to expand from approximately EUR 564 Bn in 2024 to around EUR 1.31 Tn by 2034. Across Europe, the GovTech Roadmap to 2050, launched in 2024 under the EU-funded GovTech Connect project, sets out a long-term vision for modernising public services through digital innovation.
Supported by the Digital Europe Programme, the roadmap defines phased actions to establish an open, interoperable and citizen-focused GovTech ecosystem across the EU. At the same time, Europe faces structural challenges in scaling GovTech, many of which are examined in GovTech State of Play 2026.
Ukraine has emerged as one of the most notable GovTech cases globally. Since 2019, the country has built a comprehensive digital public service ecosystem, integrating hundreds of services for citizens and businesses. In 2024, Ukraine made remarkable progress in global digital governance and GovTech-related rankings compared with 2022, demonstrating strong resilience and commitment to innovation despite the full-scale war.
As a result, Ukraine ranked 1st worldwide in the UN E-Participation Index, 30th in the E-Government Development Index, and 3rd in Europe for Open Data Maturity in 2024.
Recent developments underscore the strategic importance of GovTech in Ukraine. Mykhailo Fedorov, previously Minister of Digital Transformation of Ukraine and a key architect of the country’s digital reform agenda, was recently appointed Minister of Defence of Ukraine.
This transition signals that digital infrastructure, data systems and platform capabilities are now considered essential components of national resilience and strategic security. It illustrates how GovTech can influence not only public service delivery, but also broader national strategy in complex environments. GovTech State of Play 2026 additionally explores citizen perceptions of digital services, the role of the national IT sector, and emerging ecosystem dynamics.
