Even before the outbreak of war, this sector was thriving, and today it is not only enduring but also flourishing amidst the darkness.
Compared to other nations, Ukraine experienced a relatively moderate economic impact from the global pandemic. The National Bank of Ukraine projected a modest decline of 4.4% in real GDP for 2020 but expressed optimism that these losses would be recovered in 2021. These positive signs of recovery following significant challenges were noteworthy.
However, all eyes were on Ukraine to see if its resilience would endure when faced with further devastation from the Russian invasion in 2022. Surprisingly, the nation's tech industry continued to expand and played a critical role in sustaining the economy.

Key urban centers like Kyiv, Lviv, Dnipro, and Kharkiv serve as IT hotspots. While the overall economy faces increasing challenges due to the ongoing war, the IT sector manages to keep its head above water, albeit with difficulty. Unfortunately, Ukraine's economic hopes dim with each passing day of the conflict, as evidenced by a 30% decline in GDP in 2022.

However, focusing specifically on the IT sector reveals a different story. Prior to the war, Ukraine's IT businesses were prominent exporters of services across the continent. A 2022 report by the IT Ukraine Association highlights the sector's annual growth rate of around 30% before the conflict, contributing over 4% to the country's GDP. In 2022, numerous industries, having experienced the benefits of digital transformation, continued to invest in technology. This led to a growing demand for IT products that addressed various business challenges. In specific sectors, investors displayed great interest in cloud technologies, the gaming industry, augmented reality, and blockchain.

According to research, it is projected that by 2023, approximately 80% of businesses will adopt cloud technology, utilising artificial intelligence to optimise their distributed resources and data. Furthermore, the gaming industry has extended its reach into brand marketing. Notably, Nike, a renowned sports brand, recently partnered with a gaming platform to establish its own immersive virtual world. According to the IT Ukraine Association, in the months following the onset of the war, the IT industry generated between $6 and $7 Bn in export revenue. At present, IT remains the only service being exported from Ukraine, underscoring the sector's significance.

Strongly Backed Military and Governmental Initiatives
By January 1, 2023, the IT industry had contributed UAH 32.2 Bn ($870 Mn) in taxes and fees to Ukraine's consolidated budget, marking a 16% increase from 2021.
The Ukrainian IT sector saw quick changes throughout the war, with the majority of businesses employing successful crisis management strategies to maintain operations. These steps included implementing flexible work models quickly, diversifying office locations locally and abroad, and outfitting buildings with backup generators. Businesses also modified their infrastructure by using cloud computing tools and a variety of internet service providers, including international satellite networks like Starlink. Additionally, IT specialists strongly backed military and governmental initiatives. The IT Army of Ukraine was created when a powerful volunteer movement among Ukrainian computer professionals formed. A little over 15% of IT experts work for the Cyber Forces, while only 3% actively defend the nation in the Armed Forces. The remaining 82% give back and volunteer in a variety of ways, making major contributions of more than $500 Mn to support the state's economy.
The industry's commitment and contributions demonstrate an immense effort to ensure Ukraine is prepared for any circumstance.

Given the current daunting circumstances in Ukraine, attempting to establish an industry from the ground up would be an almost insurmountable task. Therefore, the key focus for Ukraine's tech sector lies in navigating the post-war landscape while preserving the momentum of its pre-war ecosystem and growth trajectory. Prior to the conflict, Ukraine boasted approximately 5,000 IT companies, employing over 300,000 highly skilled technology professionals. Astonishingly, a mere 2% of these companies ceased operations in the aftermath of the war, a testament to the resilience and vibrancy of the existing ecosystem.
The Ukrainian government has not only expressed unwavering support for the tech sector but has also taken tangible actions to reinforce this commitment. A series of government initiatives have fostered a mutually beneficial relationship between politicians and the tech ecosystem. Particularly noteworthy is the government's Diia City initiative, which has created a fully digital city infrastructure dedicated to accommodating IT companies, underscoring their dedication to nurturing and empowering the industry.
Ukraine's tech sector stands as an inspiration, symbolising unrivaled resilience and the ability to overcome formidable challenges. It serves as a beacon of hope, showcasing the transformative power of innovation, adaptability, and unwavering determination in the face of adversity.
